Kinerja Kelompok Tani Hutan Konservasi (KTHK) dalam Rehabilitasi Hutan Taman Nasional Gunung Leuser di Resort Sekoci Kecamatan Besitang Kabupaten Langkat

Abstract

Gunung Leuser National Park Sekoci Resort has many problems that cause forests to be degraded including encroachment, illegal logging and conversion of functions resulting in forests being damaged and needing to be rehabilitated. Tenurial conflicts between area management units and the community have been going on for a long time. So the Director General's Regulation Number P6 of 2018 concerning Conservation Partnerships was issued, as a middle way between the Gunung Leuser National Park Center (BBTNGL) and legalizing the community through the Conservation Forest Farmers Group (KTHK) program which has already expanded into implementing Cooperation Agreements in granting area management permits. conservation forests to rehabilitate forests without ownership status and can only take Non-Timber Forest Products (NTFPs) with the principles of mutual respect, mutual trust and mutual benefit. This research is entitled "Performance of Conservation Forest Farmer Groups (KTHK) in the Forest Rehabilitation of Gunung Leuser National Park at the Sekoci Resort, Besitang District, Langkat Regency". This research aims to find out and describe the performance of the Conservation Forest Farmers Group (KTHK) in the Forest Rehabilitation of Gunung Leuser National Park at the Sekoci Resort, Besitang District, Langkat Regency. This research uses descriptive research methods with a qualitative approach. Data collection techniques were carried out using interviews, observation and literature. This research was conducted at the Gunung Leuser National Park Sekoci Resort Office, Besitang District, Langkat Regency. Determining informants used Purposive Sampling and Snowball Sampling Techniques. The informants for this research were the Head of BPTN Region III, the Head of SPTN Region VI, the Head of the Sekoci Resort, the Sekoci Resort Forest Police, the Indonesian Natural Tropical Pesona Foundation (PETAI) and the Head of the Conservation Forest Farmers Group. The results of this research are as follows: First, the quality of work is that there are still many KTHK members who plant oil palm and rubber and many KTHK members do not understand about conservation forest rehabilitation. Second, the quantity of rehabilitation work is at least 4 stages of seed assistance provided to KTHK, assistance is provided at least once a year, such as seed making training and joint patrols carried out 18 days in the area in one month. Third, most KTHKs are active in carrying out their duties, this has an impact on the community's economy, but many members are inactive for various reasons. And there is still no implementation of duties in preserving biodiversity and there is no local wisdom because it is dominated by encroachers who are not native residents of the forest edge. Fourth, KTHK's responsibility is to actively plant many Multi Purpose Tree Species. However, KTHK never made a report to the sekoci resort. Meanwhile, the responsibility of the Gunung Leuser National Park Center is to provide assistance and monitoring to KTHK which will be reported to the Director General of Conservation and Natural Resources.
