Kinerja Dinas Pekerjaan Umum dan Penataan Ruang dalam Pemeliharaan Jalan di Kecamatan Semadam Kabupaten Aceh Tenggara

Abstract

Road Maintenance is a form of government effort, namely the Public Works and Spatial Planning Office of Southeast Aceh Regency in maintaining a steady road condition in accordance with the level of service and its ability when the road is completed and operated until the achievement of a predetermined plan life. But in its implementation, the Public Works and Spatial Planning Office of Southeast Aceh Regency is still trying to improve road maintenance in Semadam District with road c onditions that are still far from good and stable conditions. Even so, road maintenance is very important in Southeast Aceh Regency as a result of measuring the performance achievement of the Public Works and Spatial Planning Office. For this reason, this study aims to determine and describe the performance of the Public Works and Spatial Planning Office in Road Maintenance in Semadam District. The research method used in this research is descriptive research method with qualitative approach. Data collection was carried out using interview, observation, and documentation techniques. Data was obtained and analyzed qualitatively with the theory of Agus Dwiyanto (2017: 50 51) which includes productivity, service quality, responsiveness and accountability. The research shows that the Public Works and Spatial Planning Office of Southeast Aceh Regency has not been able to provide good infrastructure services to the community in Semadam District. From the achievement of unmet targets such as requiring several r oad repairs and even paving in Semadam sub district. Service quality indicators that show that the community is not satisfied with the performance of the PUPR Office of Southeast Aceh Regency can be seen from the inadequate road infrastructure with many da maged roads in Semadam sub district. Responsiveness indicators show that the PUPR Office of Southeast Aceh Regency has not been able to accommodate all complaints from the people of Semadam sub district and musrembang which have not yet received the result s of the completion of the musrembang. Then the responsiveness indicator shows that the performance has been carried out in accordance with the SOP of the local government regulation which becomes a reference in the implementation of road maintenance. Acco untability indicators show that the PUPR Office of Southeast Aceh Regency has carried out its responsibilities through audits held at the end of each year but the ability to exercise its authority has not been carried out accountably accountably.
