Kinerja Dinas Pekerjaan Umum dan Penataan Ruang Provinsi Sumatera Utara dalam Pemeliharaan Jalan di Kecamatan Medan Marelan

Abstract

Roads are one piece of infrastructure whose existence is very important for community mobility. In this case, the Public Works and Spatial Planning Service is a regional organization responsible for road maintenance, as stipulated in North Sumatra Governor Regulation Number 9 of 2021 concerning the Organizational Structure of Regional Services of North Sumatra Province. Road maintenance activities are one of the activities carried out by the PUPR Service in road maintenance, which is stipulated based on Presidential Regulation of the Republic of Indonesia Number 27 of 2020 concerning the Ministry of Public Works and Public Housing. The purpose of this study was to identify and describe the Performance of the Public Works and Spatial Planning Department of North Sumatra Province in road maintenance in Medan Marelan District. The research method used in this research is descriptive research with a qualitative approach. The data collection techniques used were interviews, observation and documentation. Data analysis techniques include data reduction, data presentation, and drawing conclusions. The theory used to measure performance in this research is Agus Dwiyanto's theory, namely Productivity, Service Quality, Responsiveness, Accountability and Accountability. The results of this research indicate that the performance of the Public Works and Spatial Planning Department of North Sumatra Province in Road Maintenance in Medan Marelan District is not optimal. When viewed from a productivity perspective, the human resources involved in this activity should have good ability and competence in preparing plans to implementation of road maintenance activities. Then, if seen in terms of service quality, DPUPR Bina Marga is not optimal because road damage still occurs after repairs are carried out. When viewed from a responsibility perspective, the agency has carried out immediate road maintenance in accordance with the condition of road damage that occurred in Medan Marelan District. In terms of responsibility, road maintenance carried out by the department is in accordance with applicable standards and guidelines, in accordance with the planning strategy and work plans that have been determined, and refers to the Ministerial Regulation on Road Procedures and Surveillance. And finally, if seen from an accountability perspective, activities have been carried out in accordance with the interests of the community as outlined in the DPRD's Main Proposed Plan document. The suggestions that can be given are to improve the quality of human resources, as well as improve the quality of services by making the best possible use of existing information to be used as material for planning, implementation and evaluation stages in road maintenance.
