Peran Dinas Perhubungan Kota Medan dalam Pengawasan Pelaksanaan Standar Operasional Prosedur bagi Pengemudi Angkutan Kota (ANGKOT) di Kota Medan

Abstract

Public transportation as part of the urban transortation system has a role to support the mobilizitation of urban communities in carrying out daily activities. Therefore, the existence of angkot must be handled properly and correctly so that it does not cause problems for city life. The purpose of this study was to know and describe the role from Department of Transportation in supervising the implementation of Standard Operating Procedure (SOP) for angkot drivers and to know the obstacles from supervising activities. Research methods used in this study are qualitatively descriptive. Data collection techniques used by interviews, observations and library studies. Data analysis techniques include data reduction, data presentation and conclusion withdrawal. This study used supervision indicators by George R Terry & Leslie W Rue (2012) namely monitoring, inspection and improvement. Result of this study is showed that the role from Department of Transportation in supervising the implementation of standard operating procedure for angkot drivers is already good but not optimal enough because there are still many angkot that violate established standards. Besides that, Department of Transportation can be said not yet consistent, and routine to do the supervising. There are inhibitors from Department of Transportation to do their role for supervising, limited human resources, funding and driver awareness. The advice that can be given is that it is hoped that the Transportation Department can increase their firmness and commitment in carrying out their role so the problems about undiscipline in angkot drivers can be resolved.
