    Abstract
    Policy implementation is carried out to obtain the results of the policy decisions that have been determined. The implementation of the distribution of Liquefied Petroleum Gas (LPG) is still experiencing several obstacles, especially in Pematang Siantar City as one of the beneficiary cities of this policy experiencing several problems such as the selling price of 3 kg LPG gas which varies and often even exceeds the Highest Retail Price and the next problem is the difficulty of obtaining 3 kg LPG gas at official bases so that people are forced to give gas from retail traders who already have a retail value exceeding the HET. The purpose of this research is to describe and analyze how the implementation of the policy of distributing subsidized Liquefied Petroleum Gas (LPG) is right on target in Pematang Siantar City. The research method used in this research is a descriptive qualitative research method that aims to describe, summarize various conditions and phenomena of social reality that exist in the community which is the object of research. The results of the study based on the theory of Van Meter and Van Horn found the conclusion of the six variables used that the implementation process of the subsidized LPG distribution policy in Pematang Siantar City has not yet reached the maximum value as seen from the standards and implementation targets that have not reached the target target where there are still 97 targets that must be met by the implementor and the presentation of data obtained from the successful registration results has not reached 100% where it still touches 63% for the Pematang Siantar City area. The researcher's recommendation for this research is that the Pematang Siantar City Government is expected to carry out a regular supervision process and socialization must continue to be improved and for official agents, bases and retailers.
