dc.description.abstractRural development is a rural-based development concept by taking into account the social and cultural characteristics of people living in rural areas. Village income is used to fund village administration, as well as for village development, empowering village communities and building village infrastructure. One of the resources outside the village is the Allocation of Funds from the local government in the form of Allocation of Village Funds. Allocation of village funds implies that the village has the authority to regulate and manage its household in accordance with the original and given authority, which concerns the role of the village government as a public service provider in the village and as a companion in the process of planning and implementing regional development involving community at the village level . However, the Allocation of Village Funds in community empowerment in Tanah Merah Village, Air Putih District, Batu Bara Regency, there are still problems such as delays in incoming village funds, there are problems related to village heads who do not come from the village itself, the empowerment carried out is only maintenance of tertiary irrigation channels/ simple. This study aims to determine and describe in detail the effectiveness of village fund allocationthe in community empowerment in Tanah Merah Village, Air Putih District, Batu Bara Regency. The method used is descriptive method with a qualitative approach. Data collection techniques were carried out by interviews, observation and documentation related to the effectiveness of village fund allocations in community empowerment in Tanah Merah Village, Air Putih District, Batu Bara Regency. The data that has been obtained is then analyzed qualitatively using the Lubis and Huseini effectiveness approach which suggests that there are three approaches to effectiveness, namely the source, process and target approaches. The results showed that the effectiveness of village fund allocation in community empowerment in Tanah Merah Village, Air Putih District, Batu Bara Regency was still not effective. In terms of the source approach, it is still not effective because the funds that were realized for the maintenance of simple irrigation channels were diverted for Covid-19 financial assistance, but in terms of human resources it has been said to be effective. In the process approach, in terms of efficiency in service it is still not effective, where the use of ADD for community empowerment used for BLT is not in accordance with the aspects of empowerment according to Friedman namely enabling, empowering and protecting, but in terms of facilities and infrastructure as well as collaboration and work loyalty between Employees are effective. In terms of the target approach, it is still not effective, because the empowerment carried out by the Tanah Merah Village government is only the maintenance of simple or tertiary irrigation channels, besides that the implementation of ADD for empowerment is diverted to BLT, then BLT experiences overlapping.en_US
