dc.description.abstractGender issues are not the dominant differentiating factor. Jobs that used to be done by men are now done by many women ranging from drivers, security officers, engineers, pilots, even a leader. This proves that men and women are equally capable. The role of women in holding roles as leaders of organizations has the impact of eroding gender equality problems marked by the absence of discrimination between women and men. The problem in this study is the emerging perception of women in society where women leaders often follow their own intuition and use too much empathy which causes a lack of trust in women's leadership. The method used in this study is a descriptive method with a qualitative approach. Data collection techniques are carried out by observation, interview, documentation, and literature techniques. The data that has been collected is then analyzed qualitatively and becomes the answer to the research problem. This study uses indicators of transformational leadership style according to Bass and Avolio (in Wirawan 2014: 141), namely Individual Attention, Intellectual Stimulation, Inspirational Motivation, and Ideal Influence. The results of this study show that the transformational leadership style by the Head of the Binjai City Public Works and Spatial Planning Office in realizing public services has brought significant changes in people's views on the role of a female leader in managing an organization. But it still needs some improvement to be fully successful. Judging from individual attention, the leader is able to act as a mentor by being willing to go directly to the site visit after the flood with his subordinates. Furthermore, in terms of intellectual stimulation, the leader has not been able to provide encouragement to subordinates so that an effective and efficient complaint forum has not been created. In the aspect of inspirational motivation, leaders are able to make subordinates motivated in working to achieve the vision and mission of the Binjai City Public Works and Spatial Planning Office. Finally, the ideal influence, on the Binjai City Public Works and Spatial Planning Office, leaders have not been able to influence their subordinates, as seen from the results of the work achievements of the Binjai City Public Works and Spatial Planning Office which has not succeeded in improving the quality of roads and bridges in good condition by the Binjai City Public Works and Spatial Planning Office with an initial target of 92% and only 84% has been successfully realized.en_US
