Village funds are funds sourced from the State revenue and expenditure budget intended for villages and traditional villages which are transferred through the district/city Regional Revenue and Expenditure Budget and are used to finance government administration, development and community and social empowerment. Village funds are very important for the progress of a village so that it becomes an independent village and is able to improve the welfare of its community both through human empowerment and physical development. Salit village has carried out several physical developments funded by village funds The method used in this research is a descriptive qualitative research method. In researching, researchers conducted interviews with village government such as the village head, village secretary, head of general affairs and planning, head of finance and head of the village consultative body (BPD) as well as the Salit village community. Then also carry out observations and documentation to answer research problems. In analyzing the data, data reduction, data presentation and data conclusions are carried out. The data obtained was then analyzed qualitatively using the theory of Richard M. Streers (1985:53) Based on the results of research in the field, it can be concluded that the effectiveness of Village Funds in Physical Development in Salit Village has not been effective as seen from the achievement of objectives, namely transparency and policy targets that are less open and development that is not on target. Village government adaptation has not been good, the village government has not been able to adapt. with its environment. The environment is changing while the Salit village government is unable to adapt. Integration is the level of village government capability that is not yet optimal in holding or delivering outreach related to physical development in the community. The effectiveness of Village Funds in Physical Development in Salit Village is not yet effective because The level of transparency, communication and community participation as the main goals of physical development is still very minimal both in terms of the level of presence and aspirations of the communityen_US
