Implementation of Population Administration Services via Hybrid in The Population and Civil Registration Office of Asahan District
Abstract
Hybrid Population Administration Services, hereinafter referred to as Hybrid Adminduk, are a series of activities for structuring and controlling electronic-based population documents and data through population registration, civil registration, management of population administration information and utilization of the results for public services and the development of other sectors. Adminduk Hybrid is also the process of managing population documents in which data/file requirements are sent using web-based electronic media by utilizing technology, communication and information facilities. The type of research used is descriptive method with qualitative data processing.
Descriptive research is a research method that is carried out with the main objective of creating an objective description of an event or activity. Based on the results of research from five informants in the field, it is known that the Implementation of Hybrid Population Administration Services in Asahan Regency is in accordance with the policies set by the government.
The research results show that electronic-based public services in the population and civil registration services in are running well, which can be seen from several aspects, namely officer competency, service costs, completion time, infrastructure, procedures and service products. The research results show that. (1) The supporting factor is the existence of good infrastructure (technology and information system equipment). (2) factors inhibiting service completion time which are not yet effective due to frequent disruptions in the server network. Apart from the problem of time, there are still many residents of Bumiaji Village who do not know how to access services properly and correctly due to the lack of socialization.
