dc.description.abstractCash Social Assistance (BST) is a program providing assistance funds by the government to communities affected by Covid-19 with the aim of increasing the community's economic capacity. Cash Social Assistance is charged to the State Revenue and Expenditure Budget (APBN), which is decided by the Indonesian Ministry of Social Affairs, and mandates the Directorate General for Handling the Poverty as the person responsible for implementing BST distribution. However, in the field problems were found such as data on people who were not registered as BST recipients, as well as duplication of data, this was because there had been no updates to the Integrated Social Welfare Data (DTKS). Apart from that, data was found on a group of people who received BST, even though if we traced it, these people were not suitable as potential BST recipients. This research aims to describe the implementation of the Cash Social Assistance Program (BST) for communities affected by Covid-19 in Mangga Village, Medan Tuntungan District. The research method used is a qualitative research method with a descriptive approach. Data collection techniques were carried out by means of interviews, observation and recording documents related to the implementation of Cash Social Assistance. The data obtained was then analyzed qualitatively using the theoretical approach of Edward III's policy implementation model which stated four indicators in implementing public policy including communication, resources, disposition and bureaucratic structure. The results of this research show that the implementation of the Cash Social Assistance Program (BST) for communities affected by Covid-19 in Mangga Village, Medan Tuntungan District has gone well or in accordance with the indicators of success in implementing the policies used, namely communication, resources, disposition/attitude of implementers, as well as bureaucratic structures. Communication in providing assistance is clear based on the Decree of the Minister of Social Affairs of the Republic of Indonesia Number 54/HUK/2020, human resources (HR) in Mangga Village have worked in accordance with the main tasks and functions in the Cash Social Assistance (BST) program, the disposition given to the Head of Mangga Village towards officers has gone well. Then it is related to the bureaucratic structure which still does not know much about the technical instructions for implementing Cash Social Assistance (BST).en_US
