Smart city is here to improve the quality of life, a place for people, and
also the city's ecosystem. In realizing the implementation of smart city in Medan
City, the city government presented several applications. One of the application
spresentedis the SiBisa Application. This application is presented to make it
easier for people to manage administrative documents online, so that people can
take care of administrative documents anywhere and anytime. From this
background, in this study there is a formulation of the problem, namely how to
develop the SiBisa Application in realizing the smart city program by the Medan
City Population and Civil Registry Office. This research is anqualitative research
using the capacity building model by Merilee. S Grindle (1997) which has 3
(three) indicators, namely human resource development, organizational
strengthening, and institutional reform. This study aims to identify and describe
the development of the SiBisa Application in realizing the smart city program by
the Department of Population and Civil Registry of Medan City.
The results of the study show that, (a) Indicators for human resource
development in the Medan City Population and Civil Registration Service are
considered to be lacking in terms of employee quantity, so that training and
education efforts are not running optimally. (b) There is the formation of special
teams such as the SiBisa Service Implementation Team (Operators and Verifiers)
and a Team of Experts whose duties are in accordance with the irrespective
procedures and expertise which are supporting factors for organizational
strengthening indicators. (c) Indicators of Institutional Reform in the Medan City
Population and Civil Registration Service can be seen from changes in services
that were previously manual to now digital. However, the public's lack of
understanding of the technology provided is still an obstacle.
