dc.description.abstractThe electronic government strategy at the Population and Civil Registration Office of Pematangsiantar City is a form of service innovation to the community, especially in making Electronic Identity Cards (E-ID) which are carried out online through a website provided by Disdukcapil as an effective form of service. The background of this research is that there are still many people who do not know or still experience the difficulties to being able to access E-ID making services through this online media. The purpose of this research is to find out the form of strategy used by the Disdukcapil of Pematangsiantar City in carrying out population document services, especially in providing E-ID making services. This research was conducted at the Population and Civil Registration Office of Pematangsiantar City and the community in all sub-districts in Pematangsiantar City as beneficiaries. This research uses theory which is used as a reference in conducting research. In this writing the researcher uses the e-government strategy theory proposed by Simangunsong by focusing on achieving e-government strategy goals which need to be implemented through 4 (four) closely related strategies. The research method used in this research is descriptive research with a qualitative approach. The data collection techniques used were interviews, observation, documentation and literature. In this research, the data analysis technique used by researchers used the Miles and Huberman model. Data analysis in qualitative research is carried out during data collection, and after completion of data collection within a certain period. The results of this study indicate that in serving people who take care of E-ID, the Population and Civil Registration Office of Pematangsiantar City is not yet fully optimal due to the lack of publication and socialization related to information in the process of implementing online E-ID making services through online website. Apart from this, this online E-ID making service is considered quite effective and efficient by the people of Pematangsiantar City because it has been able to run during the pandemic to post-pandemic, the e-government strategy as a service innovation is also considered to be in accordance with the times. In general, the service of making E-ID at Disdukcapil of Pematangsiantar city is quite satisfying for the community, it’s just that there are still some obstacles that need attention to be resolved.en_US
