dc.description.abstractRob floods are a major issue that consistently occurs in coastal areas like Bagan Serdang Village. In Law No. 6 of 2014 concerning Villages, it is explained that infrastructure development is included in the priority scale to meet the needs of rural communities. One of them is the development of village infrastructure to mitigate rob flood disasters in Bagan Serdang Village. However, in the field, the implementation of village infrastructure development as a mitigation measure for rob flood disasters is still progressing slowly and has not yet reached its maximum potential. The method used in this research is descriptive research with a qualitative approach. Data collection is conducted through observation, interviews, and documentation techniques. The data analyzed qualitatively using the policy implementation theory according to Merille S. Grindle, utilizing two dimensions: Policy Content and Policy Context. The results of the research indicate that the process of developing village infrastructure as a mitigation measure for rob flood disasters in Bagan Serdang Village is still progressing slowly and has not yet reached its maximum potential. This is because there are still problems encountered in the implementation process of its construction, such as mismatched human resources in the Village Government in terms of their education and current profession, suboptimal achievement levels, slow construction progress, unstructured implementation guidelines, and the benefits of village infrastructure development such as drainage and retaining walls are still not fully felt by the community. Therefore, the Village Government should improve their performance to expedite and ensure accuracy in the process of developing village infrastructure to mitigate rob flood disasters. This way, the benefits can be promptly felt by the community.en_US
