    Abstract
    Inclusive education is a concept of educational services that allows every child, without discrimination, to jointly obtain the right to education that is tailored to each child's abilities and needs. The aim is to provide equal opportunities to obtain educational services as citizens, provide access and quality educational services, and realize the provision of mutually respectful education based on equality. However, in its implementation the inclusive education policy has not been able to achieve its goals. In Medan City, there are still many children with special needs who have not had or do not have access to education due to several interrelated factors. This research aims to describe the implementation of inclusive education policy in elementary schools in Medan city as well as supporting and inhibiting factors. This research was conducted using a descriptive method with a qualitative approach. Data collection was carried out using interview techniques. observations and documentation carried out at the Medan City Education Office and at schools. The data analysis was carried out using Van Meter and Van Horn's policy implementation theory with six variables, which are, policy standards and objectives, resources, characteristics of the implementing organization, inter-organization communication, disposition, and social, economic and political conditions. The results of this research indicate that the implementation of inclusive education policy in elementary school in Medan City has not yet gone well, where the policy standards and objectives are not clear and specific enough, and resources are inadequate to support the implementation of this policy. The research results also show that the actors involved in implementing this policy are not serious enough and there is a lack of communication between them. Besides that, an social, economic and politic environment are also an obstacle to the implementation of this policy.
