dc.description.abstractGovernment procurement of goods and services is a government activity to obtain goods and services from providers with the aim of providing equipment and supplies for government agencies and providing public facilities to the community. However, in its implementation, procurement activities experience irregularities in the implementation process. The Karo Regency Public Works and Spatial Planning Office received an Opinion Report from the North Sumatra Provincial Representative of the Supreme Audit Agency in 2022 regarding volume shortages on 11 construction work packages which indicated problems during the procurement process. This study aims to describe in detail the accountability of online procurement of government goods and services at the Public Works and Spatial Planning Office of Karo Regency. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out using interview, observation, and documentation techniques. The data obtained were analyzed qualitatively using Koppel's (2005: 96) theoretical approach including five dimensions of accountability, namely transparency, liability, control, responsibility, and responsiveness. The results of the study indicate that the accountability of the implementation of online government procurement activities at the Public Works and Spatial Planning Office of Karo Regency is not optimal because the procurement of goods and services carried out has not conducted regular field supervision when the procurement is being carried out by the provider. Although the agency has carried out its responsibilities in providing procurement information disclosure to the public, being responsive to community needs for the facilities needed, and providing sanctions for any procurement irregularities, field visits are an important part of avoiding problems of irregularities in the procurement of goods and services.en_US
