Koordinasi Dinas Pemberdayaan Perempuan Perlindungan Anak Pemberdayaan Masyarakat dan Pengendalian Penduduk dan Keluarga Berencana (DP3APMP2KB) dalam Penanganan Kekerasan Dalam Rumah Tangga di Kota Medan

Abstract

Handling domestic violence has been regulated by the Medan City Government through Medan Mayor Regulation Number 57 of 2017 concerning Details of Duties and Functions, Department of Women's Empowerment, Child Protection and Community Empowerment of Medan City. This regulation stipulates that the handling of domestic violence is carried out in collaboration across sectors to produce a synergistic relationship in handling victims of domestic violence, so good coordination must be created. However, the results of coordination in handling this violence have not been carried out optimally, causing domestic violence to still exist today. This research aims to find out and describe in depth the Coordination of the PPPAPMP2KB Service in Handling Domestic Violence in Medan City. The research method used in this research is descriptive qualitative. Data collection techniques used were interviews, observation and literature study. Data analysis techniques include data reduction, data presentation, and drawing conclusions. This research uses Coordination indicators according to Hasibuan (2013), namely Unity of Action, Communication, Division of Work, and Discipline. The results of research regarding Coordination of the PPPAPMP2KB Service in Handling Domestic Violence in Medan City show that coordination in handling domestic violence in Medan City has not run optimally as expected. Judging from the unity of action, relevant stakeholders agree that the handling of victims of violence is carried out by UPTD PPA and the flow is carried out according to the main tasks and functions, but it has not been carried out evenly, namely there is no agreement with the PATBM network in handling domestic violence so there is no harmony in carrying out unified action. Furthermore, in terms of communication, two-way communication has been carried out but it has not been implemented optimally and there are still gaps in carrying out activities, both meetings and socialization, which are uneven so that the threeends program has not been implemented well. In contrast to the previous indicators, in terms of division of work, each handling officer is continuous with each other. The only problem encountered was that there was no guidebook provided by the Medan City PPPAPMP2KB Service as facilitator and coordinator and human resources were lacking in terms of quantity. Finally, from a disciplinary perspective, in carrying out treatment of victims of violence, it is necessary to carry out controlling and monitoring activities for victims, so that they comply with the operational standards for services for women and children as stated in Minister of PPA Regulation No. 2 of 2022.
