    Abstract
    MSMEs (Micro, Small and Medium Enterprises) are instrumental in sustaining the Indonesian economy. Local government assistance provided to weaving MSME players is indeed very effective in order to improve the economy and creativity of the weaving community. This study aims to identify and describe in depth THE EFFECTIVENESS OF LOCAL GOVERNMENT ASSISTANCE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (MSMEs) WEAVERS AT THE TARUTUNG COOPERATIVE & DISTRICT DEPARTEMENT, NORTH TAPANULI REGENCY. Primary and Secondary Data were the data sources used in this study. Technical term abbreviation were explained upon first usage. Data was collected through interviews, observation, documentation, and literature. The collected data was then analysed qualitatively using a theoretical approach as described by Duncan (in Richard M. Steers, 1985:53), considering three variables : Goal Achievement, Integration, and Adaptation. The results showed that the Effectiveness of Local Government Assistance for Petenun UMKM Actors is assistance provided so that petenun can increase the yield of the weaving business so that it can help the economy of the petenun community. The effectiveness of Local Government Assistance for Petenun MSME Actors cannot be said to be running well or is still not effective, where there are still 2 obstacles that the government still has to face in increasing the effectiveness of assistance. In the allocation of assistance, it is still found that it is received by people who do not work as weavers, for example, civil servants (PNS) and people who work as street vendors and resell the assistance provided to the weaving community who need it. The local government also provides assistants, the assistants are intended to assist the government in the allocation of assistance and provide information, but in the field it was still found in several sub-districts that the assistants did not carry out their duties and obligations. Therefore, improvements are still needed to increase the effectiveness of local government assistance in the form of yarn, so that the purpose of the assistance can benefit the government and the community.
