Abstract

The research aims to analyze the condition of the Department of Population ane Civil Registry of Padang Lawas Utara Regency before and after the implementation ef bureaucratic reform policies, to identify the impact of bureaucratic reform policies on the behavior of the apparatus, and to identify the impact of bureaucratic reform policies on the quality of public services. The research employs the concept of policy evaluation and qualitative method. Several obstacles found cause the change process does not run optimally, such as resistance from emplayees who still tend to maintain the status quo. In addition, work motivation does not increase evenly amang all employees, especially the senior employees who are accustomed to their comfort zone and old work conditions. Although some employees have adopted a new mindset and high morale, some other emplovees still have conservative mindset. It is necessary to increase focus on the areas that have not met the target. Moreover, effective communication approach, further employee involvement, and increased understanding about the benefits of bureaucratic reform policies are alse required. It is important to continue monitoring and evaluating the implementation of bureaucratic reform policies. This process can help identify potential improvements, evaluate policy impacts, and ensure the continuity of positive change.
