However, in practice, two kinds of models are still being implemented in political
recruitment: open recruitment and closed recruitment. The research is conducted
due to the fact that political recruitment affects the existence and electability of
the party, where the process of political recruitment implementation reflects the
internal orientation of the party. The research explicitly focuses on the political
recruitment model implemented by the Party of Hali Nurani Rakyat (HANURA) as
well as its effect and impact on the party electability. In 2019, Hanura Party
failed to meet the parliamentary threshold, causing the effectiveness of the
political recruitment model implemented in determining the legislative candidates
to be questioned. The chairman of Hanura, Oesman Sapia Odang stated that the
failure of the Hanura Party to meet the parliamentary threshold was caused by
mismanagement conducted by the internal party in the 20/9 election. Due to its
characteristics, such as the natural environment, this research is conducted
qualitatively by collecting field data in locations where participants experience
issues or problems related to the research problems. The research results indicale
that the political recruitment model of legislative candidates implemented by the
Hanura Party in North Sumatera is transparent. in which the Hanura Party opens
registration for the public. The party opens the registration for the public,
allowing anyone who is eligible to register as a legislative candidate although the
role of Hanura's internal party is very important in determining the candidate,
especially in determining the election number of candidates or party policies. The
Hanura Party in North Sumatera implements the Snowiss recruitment model by
adopting an approach which is orienied in contextual understanding and
individual characteristics. The implication and correlation between political
recruitment and the increase of electability of the Hanura Party lies in the
influence of candidates or figures carried by the Hanura Party on the public
