dc.description.abstractThis research aims to see the contribution of modern(ization) values and traditional knowledge (hereinafter abbreviated as TK) in increasing the Village Development Index (IDM) in North Tapanuli Regency after the implementation of Law No. 6 of 2014 concerning Village Government. In contrast to several previous studies related to research on village funds with village development, the focus is on modern values and TK. Modern values and TK village heads play an important role, because they are the main figures in managing village finances from the planning stage to monitoring village development. The village development indicators use secondary data released by the Ministry of Villages, Development of Underdeveloped Regions, and Transmigration known as the Developing Village Index. IDM consists of 5 (five) categories, namely (1) very underdeveloped villages; (2) underdeveloped villages; (3) developing village; (4) developed villages; and (5) independent village. This study uses a mixed paradigm (mix method), especially in data collection methods. The number of selected samples was 71 village heads using the Slovin formula. The selected sample represents proportionally from each IDM. Modern values and Traditional knowledge were collected through a closed – ended questionnaire adopting a world value survey study questionnaire (https://www.worldvaluessurvey.org/wvs.j sp) and adapted to the cultural context and research location. Modern values were also captured through in-depth interviews with several key informants. The collected data was then analyzed using NVIVO and STATA. This study shows that neither modern values nor TK contribute to improving village development. The fiscal decentralization policy since 2018-2021 has not increase the IDM in North Tapanuli Regency because the IDM remains "lagging" with a score of 0.5904. Modern values have not become the values, orientations, and attitudes of village heads in managing village funds. TK also does not contribute concretely and directly in improving IDM, because it only takes care of customs in social life.TK only plays a role in the village head election system known as “si soli-soli.” In other words, TK that are micro and concrete and play a direct role in increasing the Village IDM are not found. Furthermore, this research does not find a hybridization between modern values and TK in increasing village development.en_US
