Analysis of Leading Commodities in The Agricultural Sector and Their Role in Regional Development in North Tapanuli Regency

Strategic planning for superior commodities in the agricultural sector for regional
development in North Tapanuli Regency, recognized as a quality food barn, views
the agricultural sector as a primary contributor to the formation of the Gross
Regional Domestic Product. This research aims, firstly, to analyze the leading
commodities in the agricultural sector of North Tapanuli Regency, with a focus on
food crops, vegetables, and perennial crops. Secondly, it aims to analyze the
planning and strategy for developing leading agricultural commodities in the
context of regional development in North Tapanuli Regency. The analytical
methods applied involve the Location Quotient (LQ) to identify leading
commodities and the Analytical Hierarchy Process (AHP) with a SWOT approach
to formulate development strategies. The results indicate that leading food crops
include wetland rice, upland rice, maize, and peanuts, while vegetable crops involve
chili, tomatoes, cabbage, and green onions. Meanwhile, leading perennial crops
consist of coffee, rubber, coconut, and cocoa in various sub-districts.
Implementation of development strategies includes coaching farmers in
conservation farming, strengthening cooperative alliances of farmer groups, and
controlling the conversion of agricultural land into built-up areas in accordance with
the spatial plan of the Regional Spatial Plan (RTRW) of North Tapanuli Regency.
These findings provide insights for local governments, farmers, and relevant
stakeholders in designing policies that support sustainable economic growth in
North Tapanuli Regency.
