dc.description.abstract | In the recent globalization era, it is highly required for universities to create members of the
global community. In order to respond to these challenges, the Indonesian government through
the Ministry of Education, Culture, Research and Technology of Higher Education
(Kemdikbudristekdikti) has a strong desire to improve the quality of its higher education to
become the world-class universities. Therefore, Kemdikbudristekdikti issued a Strategic Plan
(Renstra) which one of its priority programs known as World Class University (WCU)
program. Universitas Sumatera Utara (USU) as one of the State Universities with Legal Entity
(PTN-BH) responded to be part of the WCU program. To achieve this program, USU designs
its vision, mission, goals and objectives, policy directions and priority strategies through the
process of formulation, implementation, and evaluation as summarized in the strategy
management concept. In order to respond to challenges entrusted by the central government
and the community through superior strategic management, it is necessary to formulate the
problems encountered, namely the failure of USU to achieve WCU performance targets, the
internal and external challenges faced by the university as a result of globalization, and the
gap between the implementation of stages in strategic management and the achievement of
USU performance targets to achieve WCU. This research aims to analyze the effects of strategy
formulation, strategy implementation, strategy evaluation on USU performance to achieve
WCU. Furthermore, the role of Strategic Intelligence has been analyzed to be a mediating
variable between strategy formulation, strategy implementation, strategy evaluation toward
USU performance to achieve WCU. This research is conducted at Universitas Sumatera Utara,
located in Medan with samples of research consisting of the Rectorate, Head of
institutions/units, Dean and Head of the Study Programs. The research samples are made up
of 200 respondents. The research employs proportional random sampling technique and test
analysis is conducted using Structural Equation Modeling (SEM). This study success.folly
confirms that the strategy formulation, strategy implementation, and strategy evaluation have
a direct effect on Strategic intelligence, respectively. Furthermore, the research result is able
to prove that the strategy formulation and strategy implementation has a direct effect on USU
performance, respectively, to achieve WCU. However, the strategy evaluation does not have a
direct effect on USU performance to achieve WCU. The results of the research successfully
answer the research gap between strategy formulation, strategy implementation, and strategy
evaluation on USU performance to achieve WCU by using Strategic intelligence as a mediating
variable, which is proved to be positive and significant. Based on the results of hypothesis
