Waste must be managed well, if the waste is not managed well. can cause air pollution, because waste contains toxic gases which can endanger human health. Handling waste management must involving all parties, both from government and society, waste management which is good, can be done using the 3 R principles, namely: Reduce is to reduce everything something that produces waste, Reuse is using waste that is still there can be used, for the same function, or another function. Meanwhile, Recycle is reprocess, or recycle waste into new production goods beneficial. The legal basis for waste management in Indonesia is regulated in law. No. 18 2008, regarding waste management. The main problems in this thesis are: What is the governance of waste management according to the law. NO.18 of 2008, concerning waste management?, What are the legal problems for the Tapteng Regency Government in terms of governance managing waste in Tapteng?, and what is the legal solution from the Tapteng Regency Government? waste management in Tapteng? This research uses the Normative Juridical method, namely research This is done by researching the literature (Library Research) or secondary data which includes books and legal norms contained in the Regulations Legislation. The Normative Juridical Method was chosen because of the aims of this research to find out about waste management in Central Tapanuli Regency, Legal obstacles faced by the Tapteng Regency Government in terms of waste management, and to obtain solutions from the Tapteng Regency Government in waste management in Tapteng. The data collection technique in this research is observation, at the landfill location (Final disposal site) Ack Nabobar, Pinagsori District, Tapanuli Regency Middle, and interview with the Secretary of the Tapteng Regency Environmental Service. This research was conducted at the Ack Nabobar TPA (Final Disposal Site). Pinangsori District, Tapteng Regency. Researchers found rubbish scattered in the Ack Nabobar landfill, without any landfilling of waste with soil, so could result in air pollution for people living near the Ack Nabobar landfill. The conclusion of this thesis is: waste management governance based on Law, No, 18 2008, regarding waste management starting from: waste collection, waste collection, waste transfer, and waste transportation to the site Final Disposal (TPA), a legal problem for the Tapteng Regency Government in governance waste, is land acquisition and legal solutions from the Tapteng Regency Government in planning To manage waste in Tapteng, the Tapteng Regency Government must make a rental agreement rent Sanitary Landfill technology equipment to a sanitary technology equipment company of the landfill, Author's suggestion: Tapteng Regency Government must carry out outreach to Tapteng community in waste management, so that the community can manage it waste properly, the people of Tapteng must sell their land to the district government In order for Tapteng to be used as a final disposal site, the Tapteng Regency Government must be able to do it utilize the sanitary landfill technology for the people of Tapteng Dalam waste management.
