| dc.description.abstract | Combating acts of thuggery in the Medan Metropolitan Police (Polrestabes Medan)
during the era of the Fourth Industrial Revolution (Industry 4.0) is crucial for maintaining
the security and order of the community. Instances of thuggery have been increasing lately,
driven by economic disparities faced by certain segments of the population, exacerbated by
the ongoing Covid-19 pandemic that has limited the mobility of the people in Medan. The
issues addressed are as follows: First, the regulation of combating acts of thuggery during
the era of Industry 4.0 in order to maintain the security and order of the community. Second,
the implementation of combating acts of thuggery by the Medan Metropolitan Police
(Polrestabes Medan) during the era of Industry 4.0 in order to maintain the security and
order of the community in Medan, viewed from a criminal policy perspective. Third, the
obstacles faced by the Medan Metropolitan Police (Polrestabes Medan) and their efforts to
combat acts of thuggery during the era of Industry 4.0 in order to maintain the security and
order of the community in Medan.
This study is a descriptive-analytical juridical-normative research. Both the legal
regulation approach and empirical approach are utilized to strengthen the constructed
arguments. Secondary data is obtained from primary, secondary, and tertiary legal
materials. The primary data is derived from interviews. These data are analyzed using
qualitative analysis methods.
The results of the analysis indicate that: 1) The regulation of combating acts of
thuggery during the era of the Fourth Industrial Revolution (Industry 4.0) in order to
maintain the security and order of the community still emphasizes regulations based on
general criminal offenses according to the Criminal Code; 2) The implementation of
combating acts of thuggery by the Medan Metropolitan Police (Polrestabes Medan) during
the era of Industry 4.0 in order to maintain the security and order of the community in
Medan, when viewed from a criminal policy perspective, involves both penal and non-penal
measures; 3) The obstacles faced by the Medan Metropolitan Police (Polrestabes Medan)
and their efforts to combat acts of thuggery during the era of Industry 4.0 in order to
maintain the security and order of the community in Medan consist of legal substance
obstacles, legal structure obstacles, and legal culture obstacles, as well as their
corresponding efforts. It is recommended that the Medan Metropolitan Police (Polrestabes
Medan), the Medan State Prosecutor's Office, the Medan City Government, and the 0201/BS
Military District Command establish an Integrated Information Technology-Based City
Monitoring and Control Center (Command Centre). | en_US |
