Analisis Penerapan E-Government dalam Pelayanan Perizinan Berusaha Online oleh Usaha Mikro Kecil (UMK) Melalui Sistem Online Single Submission-Risked Based Approach (OSS-RBA) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Medan

Abstract

Electronically Integrated Business Licensing Services through the Online Single Submission (OSS) system is a form of e-Government service, which is also one of the ways used by the government to shorten and speed up the business licensing process where the DPMPTSP in each region throughout Indonesia, including the City of Medan, is tasked with providing services related to the OSS-RBA system to business actors. However, in its implementation, several problems were still found, such as problems in the system, lack of resources for the development and implementation of the OSS RBA system, especially in Medan City and the unpreparedness of the community, especially MSEs, in using the OSS RBA system. This research aims to analyze the application of e-Government in online business licensing services by Micro and Small Enterprises (MSEs) through the Online Single Submission-Risked Based Approach (OSS RBA) system at the Medan City Investment and One-Stop Integrated Services Service. This study uses a qualitative method. Data collection used by researchers is through interview, observation and documentation techniques to support research. The data obtained was analyzed using the three elements of success in e-Government development proposed by Indrajit (2016) which include Support, Capability and Value. The results of this research indicate that the implementation of e-Government in online business licensing services by MSEs through the OSS RBA system in DPMPTSP Medan City is still not running perfectly. The support provided by the central government and the government's capability in implementing the use of the OSS RBA system are adequate, but not yet optimal. The inhibiting factors in maximizing the use of OSS RBA are the low understanding of micro and small business actors and the lack of facilities and resources. There needs to be clarity on financial support, additional competent human resources, and additional facilities and infrastructure to support the program. The government needs to provide further education and outreach to the wider community, especially MSEs and young people who will later open their own businesses, about the importance and benefits of having a business license as well as understanding the RBA OSS system itself.
