Empowerment of Fisherman Communities in Pandan District, Central Tapanuli District
Abstract
Fishermen are a group of people whose livelihoods depend directly on marine products, either by catching or cultivating them. They generally live on the coast, in a residential area close to the location of their activities. Fisherman's livelihood is everything related to fisheries, in the form of the process of providing fish houses, fishing equipment, the catching process, sales, and so on. Therefore, empowerment is important to improve the standard of living of fishermen. By empowering fishing communities, it means creating opportunities for fishermen to determine their needs, plan and carry out their activities, which ultimately creates permanent independence in the lives of the community itself. The aim of this research is to find out how the empowerment of fishing communities in Pandan sub-district, Central Tapanuli Regency, whether the empowerment of fishing communities is in accordance with what is planned for the needs of fishing communities in the Pandan Maritime and Fisheries Service, Central Tapanuli Regency. This research uses descriptive research methods using qualitative. In collecting data using observation, interviews and documentation methods. The data analysis techniques used are data reduction, data presentation and drawing conclusions.
Based on research results, Empowerment of Fishermen's Communities in Pandan District, Central Tapanuli Regency is carried out through a process of counseling and outreach, education and training to fishing communities and providing empowerment program assistance to fishing communities. However, the Ministry of Maritime Affairs and Fisheries rarely carries out extension activities so that activities are only carried out at certain times. Apart from that, the issue of appropriate time between the government and the fishing community should be addressed by the Maritime Affairs and Fisheries Service so that community empowerment can proceed as desired to achieve fishermen's welfare. Apart from that, in carrying out empowerment programs there are obstacles in carrying out fishing community empowerment assistance programs, because the provision of program assistance is not evenly distributed to all fishermen and the assistance is also given to groups, not to individuals, so that fishermen are still less willing to work in groups, therefore Extension workers need to provide understanding and awareness to fishermen.
