dc.description.abstractThe phenomenon of street children is a social problem that disturbs the comfort of society. The Medan City Social Service is an institution that has the authority to provide guidance to street children. Guidance efforts are carried out in accordance with Minister of Social Affairs Regulation Number 16 of 2019 concerning National Social Rehabilitation Standards which includes controlling, data collection, assessment and guidance in halfway houses. The aim of this research is to determine the performance and factors inhibiting the performance of the Social Service in implementing the Street Children Development Program in Medan City. The research method used is descriptive qualitative. The research informants consisted of the Head of Service, Head of the Social Rehabilitation Section, Children and Elderly Outside of Homes, Head of the Social Empowerment and Handling of the Poor, Head of the Social Rehabilitation Work Team, Socially Impaired and Victims of Human Trafficking, Rapid Response Unit Staff, and Street Children . Data collection techniques use interviews, observation, documentation and literature study. Data analysis techniques include data reduction, data presentation, and drawing conclusions. This research uses performance indicators from Agus Dwiyanto (2018:50 51), namely: Productivity, Service Quality, Responsiveness, Accountability and Accountability. The results of this research show the performance of the Social Service in implementing the development of street children in Medan City which can be seen through the Productivity indicator, the implementation of the program has been carried out according to guidelines because it also involves NGOs/LSM in providing education and skills training to street children. The quality of the services provided is able to meet the needs of street children during the development process, such as food and drink, clothing, shelter, and offering skills training. Responsiveness, when there are reports and complaints from the public, they are immediately followed up by the Social Service together with a team from Satpol PP and control is carried out routinely every day. The responsibility of the Social Service is characterized by the clarity of roles and responsibilities between departments so that work is carried out according to procedures. Then Accountability, the Social Service is able to maintain consistent implementation of guidance that complies with the rules and has transparent communication channels to related parties for access to information and reports regarding program implementation. The performance obstacles faced include the absence of innovation, inadequate facilities, lack of personnel, low awareness of street children, and the presence of outside protection for street children during control.en_US
