dc.description.abstractThe service of land certificate administration at Medan City Land Office, which is directly and indirectly reported in the media for its difficult and lengthy process in issuing land certificates, as well as service discrimination makes it a current critical issue. This phenomenon suggests a failure of public service accountability in terms of the process, which includes responsive and fast service. The concerns addressed in this study are the management of land to meet the principle of transparency, accountability and transparency in issuing certificates at Medan City Land office. This sociological juridical study with descriptive qualitative approach employs secondary and primary data. The data are collected by field study and literary study. The data are analyzed by a descriptive analytical method. Good land management requires the transparency principle to achieve fairness, sustainability, and efficiency in land management. The public should have easy access and transparency over information on land ownership, utilization, and conversion. The government should create open information on land that includes the data and important documents such as land certificates, land borders, and permits issued by the Medan City Land Office. Accountability in issuing land certificates at the Medan Land Office refers to the responsibility and obligation of the land office to carry out its duty professionally and in line with the applicable rules and regulations. The land office is responsible for ensuring that the process of land certificate is carried out correctly and in compliance with the applicable law. The Ministry of Agrarian Affairs and Spatial Planning/Head of National Land Agency regulates land management to satisfy transparency and accountability in granting land certificates that should be obeyed by the Medan Land Office at National Land Agency. The principles underlying the issuance of land certificates include the certainty of rights, justice, utilization, ease of use, and administrative accountability of land. The data asset cluster is also designed to expedite the process of land certificate issuance.en_US
