    Abstract
A healthy district/city is a condition in a district/city that is clean, comfortable, safe and healthy for residents to live in, which is achieved through the implementation of several integrated arrangements and activities agreed upon by the community and the regional government. Now slum settlements have not decreased because they exist in 17 of the total 21 sub-districts, and 48 of the total 151 sub-districts in the Medan City area. Therefore, cooperation between each OPD is needed to realize the Healthy City Program, one of which is the Department of Housing and Settlements. This research aims to analyze the strategies used by the Department of Housing and Settlements in realizing the Healthy City Program. This research uses qualitative research with a phenomenological approach, where researchers analyze the strategies of the Department of Housing and Settlements. This research data analysis consists of data reduction, data presentation and drawing conclusions. The research results show that the Housing and Settlement Department does not yet fully have a strategy for realizing the Healthy City program in residential areas, public facilities and infrastructure. The Department of Housing and Settlements, there are still several indicators that have not been implemented, such as the increase in healthy homes that meet the requirements and the decrease in health complaints due to industrial pollution. It is hoped that the Medan City Housing and Settlement Department can create strategies for indicators that have not been implemented so that Medan City can immediately be called a healthy city
