Analysis of The Implementation of Tuberculosis Control Policy at Andam Dewi Public Health Center Andam Dewi Sub District Tapanuli Tengah District in 2023
Abstract
Tuberculosis (TB) is a public health problem that can cause high levels of morbidity, disability and death. The notification rate for all tuberculosis cases or case notification rate (CNR) in Central Tapanuli District in 2019 reached 214 per 100,000 population. Policy implementation can be assessed from communication, resources, disposition and bureaucratic structure. The aim of this research is to analysis the implementation of TB control policy at the Andam Dewi Public Health Center, Central Tapanuli District. The research started from August 2023 to March 2024, using descriptive qualitative methods with data collection through in-depth interviews. The research results show that the communication and coordination variables between organizations are good, the dissemination of information related to tuberculosis has been going well in terms of transmission, clarity and consistency. In terms of resource variables, human resources and infrastructure are still inadequate and limited. In terms of budget resources, all response activities come from the government. Disposition variable, each officer knows his duties and functions and is committed to TB control. In the bureaucratic structure variable, there is an SOP for TB control which is documented and has been socialized. The conclusion of this research is that policy implementation can run optimally if the human resource and infrastructure variables include additional officers and additional facilities, especially in the health promotion section. Apart from that, regarding the bureaucratic structure component, the Andam Dewi Public Health Center should create an organizational structure for the TB control team so that team work is more effective and additional health personnel will also support the success of the TB management policy at the Andam Dewi Public Health Center. It is recommended that additional TB control service personnel be added so that this disease can be managed well
