The price of fishmeal is expensive, so the price of animal feed has soared. However, the availability of fishmeal raw materials in the East coast region of North Sumatra, especially in Tanjungbalai City, is expected to fulfil the potential availability of fishmeal raw materials to reduce the use of imported fishmeal and produce cheaper animal feed raw materials by utilising fish waste. This research uses quantitative descriptive and qualitative descriptive methods. The results showed that Tanjungbalai City is a coastal area, especially in Teluk Nibung Sub-district, which carries out many fishing activities and fisheries economic activities so that the area has the potential for raw materials for jackfruit seed fish waste (Upeneus sulphureus) and mixed fish with a total of 98,634 kg in the most catch season with the respective yields obtained from jackfruit seed fish heads, jackfruit seed fish innards, and mixed fish heads and innards are 25,56%; 15,85%; and 29,25%. The quality of the fish waste flour produced has not fulfilled the SNI 2715:2013 standard. Then, the fish waste feed carrying capacity index obtained was 0.828 which was categorised as low with the total broiler population in Tanjungbalai city is about 467.427 heads.
