Strategic Management of the Labor Department in Implementing the Employment Placement Program for Persons With Disabilities in Medan City

The employment placement of persons with disabilities is a right protected by Law No. 8 of 2016, which mandates that the government, regional authorities, BUMN/BUMD employ at least 2% of persons with disabilities, while private companies are required to employ 1%. Despite this, implementation remains suboptimal in both public and private sectors, with only a few private companies providing specific job opportunities for persons with disabilities. The lack of local regulations supporting these rights further complicates the situation.
This study uses a descriptive qualitative research method, collecting primary data through interviews, observations, and documentation, and secondary data from literature, including books, journals, laws, and news articles. The strategic management model by David (2005), which includes strategy formulation, implementation, and evaluation, is used to analyze the issue.
Research results indicate that the Medan City Department of Manpower (Disnaker Kota Medan) has implemented a workforce placement program for people with disabilities through the formation of a Disability Service Unit Team (Tim ULD) tasked with serving and protecting individuals with disabilities. Job information and training are provided through the SiDuta website. However, implementation is hindered by a lack of public awareness of the services provided. Despite these efforts, the initiative has not been sufficiently effective due to the absence of Standard Operating Procedures (SOP) for the Tim ULD, the lack of local regulations (Perda) for people with disabilities, and limited public knowledge in accessing this information
