dc.description.abstractWomen's empowerment and child protection is an important aspect in the order of state development and social welfare, so cooperation from various parties is needed to make it happen. This problem is basically a structural and cultural problem in society so that its implementation requires comprehensive steps. One manifestation of this is the initiation of Sipedulipuan as a form of wider outreach to increase awareness of the people of Medan City. This research was conducted at the UPT PPA Department of Women's Empowerment, Child Protection, Community Empowerment, Population Control and Family Planning (DP3APMP2KB) Medan City. The main informants in this research were two General Heads of UPT and Head of UPT Administration. Key informants in this research consisted of four direct users of Sipedulipuan, and five additional informants consisting of community social workers, children's and women's activists, one of the environmental heads, and USU Social Welfare students. Data collection techniques using literature study, interviews and observation. Data obtained in the field is explained qualitatively. The results of the research show that the role of Sipedulipuan in increasing the awareness of the people of Medan City regarding women's empowerment and child protection is still not optimal. Researchers found that the socialization of the application was still very slow, maintenance of the application was rarely carried out, and the reassignment of the initiator of the creation of Sipedulipuan, the Secretary of the PPA Service, namely Mrs. Mariance, S.STP., M.SP, meant that Sipedulipuan could not maximize its potential. Based on Bloom's Taxonomy Theory, the facilitator function or increasing community knowledge is still at Level 1, namely the remembering level, while the catalyst function or increasing community awareness to take an active role in efforts to empower women and children is still relatively low. Based on the research results, researchers provide suggestions to continue to utilize the potential that exists in Sipedulipuan, such as conducting more outreach, carrying out routine maintenance on applications, and collaborating with various stakeholders.en_US
