The results of this research indicate that the strategy of the Medan City Market Regional Public Company (PUD) in realizing cleanliness and order at the Sei Sikambing Market is not optimal. This can be seen from the SWOT analysis indicators, namely Weakness or weaknesses and Threats or obstacles. Indicators of weakness can be seen that there is no neat and spacious parking area, there are several facilities and infrastructure that need to be repaired and improved, responsiveness is still less than optimal because all the needs required by traders have not been fully addressed. Apart from that, the Medan City Market Regional Public Company faces a number of obstacles in realizing market cleanliness and order, namely: 1) The implementation of the duties of each market management authority is still not optimal, 2) Limited budget to support traditional market management, 3) Lack of awareness of traders in managing merchandise waste.
