The referral system is essential for strengthening health services and ensuring quality and cost control. At Medan Area Selatan Public Health Center, the referral ratio has increased over the past year due to several factors, insufficient human resources, inadequate and incomplete facilities and infrastructure, and limited availability of medicines. These issues necessitate patient referrals to higher level health facilities (FKTL). Objective of this study is to analysis of patient referral implementation for national health insurance (JKN) participants at Medan Area Selatan Public Health Center in 2024. Methods, descriptive qualitative approach was used, involving interviews with seven informants. Data were collected through in-depth interviews, field observations, and documentation. The analysis included data reduction, data presentation, and conclusion drawing. Results, the study found that the availability of medicines at the Medan Area Selatan Public Health Center does not comply with the National Formulary No. 2197 of 2023. When required medicines are unavailable, they are either procured or prescribed for referral. Additionally, health facilities and infrastructure do not meet the standards of the Health Equipment Compendium No. 118 of 2014, leading to referrals when necessary equipment is unavailable. The availability of healthcare workers meets and even exceeds community health center standards. The availability of medicines and health facilities and infrastructure significantly influences the high referral rate at the Medan Area Selatan Public Health Center. Conversely, the availability of healthcare workers does not impact the referral rate. Conclusion, The Medan City Health Office is expected to enhance data on referrals, medicines, and health facilities and infrastructure. Healthcare workers at the Medan Area Selatan Public Health Center should be more diligent in monitoring and planning the procurement of medicines and health facilities | en_US |
