    Abstract
    Clean and Healthy Living Behavior is a government program to improve the level of public health which consists of 5 settings, with the household structure as the focus of development carried out through puskesmas. The 2023 Puskesmas Pulo Brayan health program report (72%) is below the target set in the 2015-2019 Ministry of Health Strategic Plan (80%). This qualitative research used the in-depth interview method with 8 informants. PHBS composite indicator results (input): there are policies as guidelines from the government and regional regulations; human resources are sufficient and competent, but not yet optimal because PHBS cadres have not yet been formed; BOK funds are available for health promotion, but not enough for sustainable implementation of PHBS; infrastructure and facilities for implementing PHBS are good. Results of PHBS composite indicator (process): advocacy has been carried out to heads of government, cadres and across sectors; PHBS outreach and data collection has been carried out, however because PHBS cadres have not been formed, there is minimal participation; PHBS competitions have been held every year; PHBS information system by Puskesmas does not exist; monitoring of PHBS implementation is carried out every month. However, the steps were only limited to conducting outreach and not holding innovative activities in the working area of Puskesmas Pulo Brayan. Results of research on indicators of giving exc-breastfeeding: not done to cadres since Covid-19; no funds for exc-breastfeeding; no lactation corner; not implemented into the POA. Indicators for weighing toddlers: Inconsistent Cadre Refreshing; low number of home visits by cadres. PSN indicators: no jumantik cadres; lack of cross sectors role. Indicators of consuming fiber: no special activities, implementation with health promotion counseling only. Activity indicators: not going well, no specific program activities. Non-smoking indicator: UBM counseling services do not comply with the UBM Counseling Services Technical Manual
