dc.description.abstract | Based on this article entitled Evaluation of the Family Hope Program (PKH) in Alleviating Poverty in Damuli Pekan Village, South Kualuh District, North Labuhanbatu Regency, The Family Hope Program (PKH) is a conditional social assistance program for the poor and vulnerable who are registered in the Integrated Social Welfare Data (DTKS). The implementation of PKH in Damuli Pekan Village, South Kualuh District, North Labuhanbatu Regency has been running since 2015 and its implementation has received a good response from the community, but during the 8 years of PKH implementation there are still problems such as the inaccuracy of PKH targeting to Very Poor Households (RTSM) in need, improper disbursement of funds, lack of data updating, and misuse of PKH assistance that is not in accordance with the interests of the program so that an evaluation of the Family Hope Program is needed. So, the purpose of this research is to find out and describe how the evaluation of the Family Hope Program in poverty alleviation in Damuli Pekan Village, South Kualuh District, North Labuhanbatu Regency.
This research uses descriptive qualitative research methods. Data collection techniques by means of interviews, observation and documentation conducted at the Labuhanbatu Utara Regency Social Service Office and Damuli Pekan Village Office. The data obtained is then analyzed qualitatively by reviewing all the data that has been collected, which is supported by the results of interviews using the CIPP (context, input, process, product) evaluation model proposed by Stufflebeam and Coryn.
Through this research, it is known that the implementation process of the Family Hope Program (PKH) in Damuli Pekan Village, South Kualuh District, Labuhanbatu Utara Regency has not run optimally because there are still shortcomings in its implementation, such as in the context evaluation indicator of the process of meeting needs, the benefits have been felt by Beneficiary Families (KPM) PKH in the fields of education, health, and social welfare but have not been fully felt by the poor and vulnerable, especially small farmers. In the input evaluation, the PKH budget is given in stages every three months but the assistance funds have not been given based on the predetermined assistance scheme. In the process evaluation, the implementation of PKH is not yet in accordance with the determination of the criteria for the poor so that data needs to be improved at the village level. Then product evaluation, the achievement of goals has not been fully successful because it was found that the PKH assistance was not well targeted and there was still a lack of independence of KPM PKH so it was necessary to improve the socialization process for KPM PKH so that they did not depend on PKH assistance and understood the benefits and uses. | en_US |
