Public Service Innovation Through the Jemput Bola (Jebol) Program to support the Acceleration of Administration at the Population and Civil Registration Service of Humbang Hasundutan Regency
Abstract
The inviting program innovation is one of the new breakthroughs used by
the Civil Registration and Population Service to support the acceleration of
administration. However, there are still obstacles to the acceleration of
administrative services in Humbang Hasundutan district, ranging from the
problem of delayed services, the lack of public awareness of the importance of the
documentation, the distance of access to the service center is quite far, the
majority of jobs, and the still being found calo in the service. The Civil
Registration and Occupation Service is the authorized agency to address
problems in the administrative service by making a new breakthrough, namely the
innovation of the ball pickup program.
The research method used in this research is descriptive research with a
qualitative approach. Data collection is done using interviews, observations and
documentation techniques. The data obtained from the field is qualitatively
analyzed with the Evertt M. Rogers theory approach which covers five indicators:
relative advantage, compatibility, complexity, probability tried, ease of
understanding.
The results of the research show that the Civil Registration and
Occupation Service of Humbang Hasundutan District has done a fairly good
acceleration of the administration, based on the analysis carried out by the author
using the theory of Evertt M Rogers. That seen indicators of relatively superiority
seen from around cars provided as implementers of support, facilities and
supplies that help implement these innovations such as photocopying machines
and printers as well as with the majority of farmers greatly helps the community
because its activities are uninterrupted throughout the day. The indicator of
suitability is seen from the more transparent service because in this region it is
still so tight with the system of affinity or family that it is not uncommon for the
service of nepotism, as well as the majority of farmers' jobs that are very helpful
with these innovations because their time is not interrupted or wasted in vain. The
indicator of complexity is that access to roads is still difficult, the level of stability
of the network in each area is different. The indicators are likely to be seen from
the performance of the officer in carrying out tasks on the ground as well as the
acquisition of increased occupation documents but do not remove previous
service unless combined to the desired goal. The last indicator of convenience is
seen from the enormous public enthusiasm in supporting the implementation of
the innovation of this ball pickup program. The Civil Registration and Occupation
Service of Humbang Hasundutan district has launched a ball pickup program in
support of the acceleration of the service administration.
