Efforts to Develop Empowerment of Persons with Disabilities Through Vocational Training Programmes at the Hephata HKBP Workhouse in Sintong Marnipi Village, Laguboti Sub-District, Toba District
Abstract
This research discusses the description of the empowerment of persons with disabilities through the Vocational Training Programme by the Hephata HKBP Workplace, which is discussed based on the discipline of Social Welfare Science. The issue of disability is a topic that is often discussed in developed countries, including Indonesia. Individuals with disabilities are often subjected to stigmatisation, stereotyping, discrimination, and unfair treatment due to their condition or difference. They are often perceived as citizens who cannot contribute fully to society due to limitations caused by intellectual and physical disabilities. People with disabilities in Indonesia still experience a high increase in poverty rates due to discrimination against people with disabilities in the world of work. This phenomenon highlights the need to provide sustainable services and empower people with disabilities. One potential solution is the provision of vocational training, which can improve the skills and abilities of people with disabilities. This research was conducted at the Hephata HKBP Workhouse, Sintong Marnipi Village, Laguboti District, Toba Regency. The method used is using a qualitative method with a descriptive approach, in this study there are three (3) namely key informants, main informants and additional informants. Data collection techniques were carried out by researchers with observation, interviews, and documentation. The data obtained in the field is then analysed by researchers who are explained qualitatively, until finally conclusions can be drawn from the results of the study. The results showed that the Hephata HKBP Vocational Training Centre developed vocational training by maximising the potential of the Centre, namely by using the needs assessment technique of persons with disabilities and increasing the motivation of persons with disabilities through the provision of material. The inhibiting factors of the vocational training programme consist of the lack of motivation of persons with disabilities in participating in training and the lack of teaching staff in the vocational training process. Supporting factors for the running of the vocational training programme are the establishment of extensive corporate partnerships that are able to strongly support the continuation of the vocational training programme. The implementation of the vocational training programme at Panti Karya Hephata has a huge impact on persons with disabilities. People with disabilities experience improvements in the aspects of ability or skills in certain fields, aspects of knowledge, economic aspects, and psychological aspects.
