The provision of data for the Program Keluarga Harapan (PKH) participants is crucial to ensure that the program is accurately targeted and positively impacts the lives of the community, including in Kelurahan Kampung Seraya, Kota Batam. The government, through the Department of Social Affairs and Community Empowerment, is responsible for control, supervising, and providing PKH participant data. This study aims to assess the level of government accountability in providing PKH participant data in Kampung Seraya, Batam.
A descriptive research method with a qualitative approach was used, collecting data through interviews, observations, and documentation. The research informants included the Head of the Department of Social Affairs and Community Empowerment, the Head of the Social Security Section, the City PKH Coordinator, PKH Companions, the Village Head, the Regional House of Representatives, and the community. Data analysis was conducted based on five accountability indicators from Koppel in Aman, Al-Shbail, and Mohammed (2013): transparency, responsibility, control, accountability, and responsiveness.
The research results indicate that the performance of the Department of Social Affairs and Community Empowerment of Kota Batam is evaluated through several indicators, including transparency in program implementation guidelines, performance reports, and special data requests. However, there are still technical issues related to PKH companions inputting non-eligible participant data into the SIKS-NG application. Open performance reports allow for corrective actions to ensure the PKH program runs according to technical guidelines. Although steps have been taken to improve data accountability and accuracy, collaboration is hindered by financial constraints. Control of human resources and technology, as well as PKH data services, are essential to maintain organizational order. The responsibility for program information and data provision has been carried out by establishing eligibility criteria and selecting participants. The Department of Social Affairs and Community Empowerment has also shown high responsiveness to community needs by providing online and offline complaint services, socialization, capacity-building meetings, community satisfaction surveys, and suggestion boxes. The researchers offer suggestions to the Department of Social Affairs of Kota Batam, such as enhancing communication and cooperation.
