Assignment of the fleet is one of the processes in airline planning, said that
the task of the fleet assignment is to determine the most appropriate type of fleet
with certain routes in the schedule, while optimizing several objective functions and
meeting various operational constraints. One of the objective functions in the fleet
assignment is to maximize the benefits gained by minimizing the cost of the assign-
ment. Personnel arrangements to meet labor demand can be found in various fields
such as scheduling labor and labor planning. The problem of labor scheduling is gen-
erally related to determining the pattern of work schedules and assigning workers for
work. The purpose of this study is to produce a model in the problem of the Aviation
Frame Assignment and Labor Planning. By proposing a two-stage Linear Program-
ming Mixed Interger Stage (SMILP) for the main fleet as a problem of signing that
examines different potential requests so as to prescribe solutions that provide maxi-
mum re-fleeting opportunities for the next operational stage of the airline, as well as
the multiplication of multi-labor planning The category for functional areas located
in different service centers, each has limited office space and recruitment capacity,
and where labor demand fluctuates over time and in all functional areas
