This research focuses on the role of sibolga city women dprd members in carrying out legislation functions for the 2019-2024 period. This research aims to determine the role of sibolga city women dprd members in carrying out legislation functions, as well as what obstacles and solutions are faced by female council members in carrying out their legislative functions. The research method used in this research is a qualitative method, with a descriptive type of research where researchers use data collection techniques through interviews, observation and documentation. This research uses the theory of the role of the legislature (DPRD), legislative functions, and women in parliament. Data collection was carried out using literature studies and field studies. The results of this research are that the role of sibolga city women dprd members in carrying out legislation functions is not optimal, where the women's council cannot respond to women's issues in Sibolga City. There were no regional regulations passed on the initiative of the women's council or the Sibolga City DPRD itself. Meanwhile, the crime rate against women in Sibolga City in the last 5 years has been quite high considering that Sibolga City is the smallest city in Indonesia. Meanwhile, regional regulations related to women's issues, such as Regional Regulation Number 5 of 2023 concerning Gender Mainstreaming, are not an initiative of the female council members themselves, but are proposals from the Sibolga City Government (Pemko) and related agencies such as the Community Empowerment, Women, and Protection Services. Children (PMK, PP, PA). And there are also no programs from the women's council on initiatives to respond to women's issues, but there are no programs that focus on pregnant women, to respond to violence that occurs against women.en_US
