Peran Elite Lokal dalam Pemilihan Kepala Desa (Desa Lumban Sitorus, Kecamatan Parmaksian, Kabupaten Toba 2023)

Abstract

This thesis is motivated by the role of local elites in the election of the head of Lumban Sitorus Village. In this village there are three figures who are referred to as local elites, namely Toke. Toke is what the people of Lumban Sitorus Village call the rice refinery entrepreneur, as well as the place of sale of community agricultural products in the form of rice and the owner of large agricultural land. Second, Raja Parhata (traditional leader). Raja Parhata is referred to as the local elite because he is a respected figure or elder in the village. This Raja Parhata leads the running of adat and is often the arbiter of problems that occur in the midst of the community. Third, the village secretary is a local elite in the village, this does not refer to wealth but because he has significant administrative power in the village government structure. In influencing the community these local elites provide socialization, play a role in participation and play a role in social control and supervision. This research aims to find out how this local elite plays its role in influencing the community so that the Lumban Sitorus Village head election is won by the candidate they support. This research uses a qualitative descriptive method, which is research that aims to facts and events systematically and accurately and analyze the truth based on data obtained in the field. Data collection techniques in this research are interview techniques and literature study research.
