| dc.description.abstract | The Regional Development Planning, Research and Development Agency
(BAPPELITBANG) is a supporting element of Government affairs in the field of
Development Planning which is under regional authority and acts as a work unit
for the Governor as a representative of the central government in the field of
Planning. In carrying out its duties and functions, Bappelitbang is given budget
funds by the government, covering aspects of planning, management and financial
reporting. The research method used in its preparation is qualitative. Specifically,
qualitative is a research method that is specific to general, data collection
techniques are carried out through interviews with informants. The research
results show that the implementation of financial management in Bappelitbang of
North Sumatra Province has been implemented well and in accordance with
applicable laws and regulations, in supporting the effectiveness and efficiency of
financial management activities of government agencies. Bappelitbang also uses
the SIPD.RI application to support its financial management activities. This
application is an application for the Ministry of Home Affairs so that financial
