dc.description.abstractBased on Government Regulation No. 94 of 2021 concerning Civil Servant Discipline, it is intended to create civil servants who have moral integrity, professionalism and accountability, so that they can be used as a guide in enforcing discipline. The implementation of the additional income policy for employees in the Medan City government has been implemented in accordance with existing regulations. However, there are still several problems in implementation where the implementation of additional income for state civil servant employees has not gone well. This research aims to find out how the Retrospective Analysis of Medan Mayor Regulation Number 10 of 2021 Concerning Additional Income for State Civil Servants (TPP-ASN) Improves Work Discipline of Employees in the Medan City Cooperatives, SMEs and Trade Department. This research method uses a qualitative method with a retrospective analysis approach to a policy. Data collection was carried out by means of in-depth interviews, observation and documentation. The results of the research show that Medan Mayor Regulation Number 10 of 2021 contains additional income for Medan city government state civil servants (TPP-ASN). Providing TPP-ASN aims to improve and motivate ASN employees in carrying out their functions and improving them. Apart from that, Article 3 chapter III of Medan Mayor Regulation Number 10 of 2021 states that the provision of TPP-ASN aims to improve the welfare of ASN employees. The issuance of the Medan Mayor's regulation Number 10 of 2021 concerning TPP- ASN is caused by several things, namely, the first factor is the weight of civil servant positions, the higher the position of the state civil servant, the higher the weight of the position obtained and the lower the position of the state civil servant, the higher low weight of position obtained. Position weights for employees within the Medan City Cooperatives, SMEs and Trade Department are regulated separately according to the level of the employee's position, whether employees occupy structural positions or functional or non-functional positions.en_US
