Impact of the Farmers' Card Program in Sidikalang District , Dairi District
Abstract
The government issued a policy to subsidize fertilizers so that fertilizers can be reached by all farmers, especially middle to lower class farmers. However, the scarcity of subsidized fertilizers occurs due to the uneven distribution of subsidized fertilizers both at the regional distributor level and at the farmer level. The farmer card is a program that can overcome the inequality of fertilizer distribution. This study aims to examine and describe the impact of the farmer card program in Sidikalang District, Dairi Regency.
The research method used in this research is descriptive qualitative research method. Data and information were collected through interviews and documentation. The data and information obtained were analyzed qualitatively using Thomas Dye's theoretical approach which includes 3 indicators, namely, the impact of policies on public problems and the impact of policies on the people involved, the impact on circumstances or groups outside the target or policy objectives, and the diffuse policy impact.
The results of the research Purchasing subsidized fertilizers with farmer cards has overcome the problem of fertilizer distribution that is not on target. Ease of access to Kredit Usaha Rakyat (KUR) because with a tani card the KUR verification process becomes easier and but in a negative aspect it makes it difficult for farmers to redeem subsidized fertilizers with the determination of redemption kiosks in making redemption. Even with this rule, people have to redeem in a farther place. The government is facilitated in recording more accurate agricultural data. Meanwhile, at retailer kiosks in Sidikalang District, the use of farmer cards has an impact on the redemption process which becomes more complicated and takes longer.
