dc.description.abstract | Public value is the result and benefit of a program/activity towards community needs. Floating net cage (KJA) activities are currently a hotly discussed issue because they are considered the main trigger that causes pollution of the Lake Toba water environment. Therefore, the Toba district government is controlling KJA in various KJA activity locations in the Toba district area that do not fit into the A32 zone.
This research aims to determine the public value of floating net cage (KJA) activities in managing Lake Toba water. The research method used in this research is a descriptive qualitative research method with data collection techniques used namely interviews, observation, documentation and literature. The data and information obtained will be analyzed using public value theory by Moore (1995) which consists of 3 aspects, namely: legitimacy and support, Operational Capabilities, and Substantially Valuable.
The results of the research show that the dimensions of legitimacy and support are legal and have been regulated by the government based on permitted zones, although this regulation has not been fully accepted by the KJA fishermen. On the other hand, Toba Regency Regional Regulations (Perda) regarding fish cultivation do not currently exist. The Operational capabilities dimensions of the Toba Regency Food Security and Fisheries Service still need improvement, the technological/infrastructure facilities used to support KJA activities and the financial quota obtained by KJA fishermen are very limited. For the Substantially valuable dimension in each category, it is very useful and of public value. However, improvements still need to be made to create KJA activities that are more environmentally friendly and relevant in their maintenance. | en_US |
