dc.description.abstractWater is one of the basic and main needs for the sustainability of human life. The state guarantees the availability of drinking water and provides services related to providing adequate clean water. As users of clean water services, the community hopes for the availability of clean water, the amount of water that can meet daily clean water needs, so that it can meet community needs and improve the community's quality of life. The provision of clean water is the main thing in determining the level of satisfaction for people who use services. To provide clean water, a drinking water supply system policy is created which regulates each drinking water supply unit both in terms of infrastructure and facilities as well as service sectors that can improve water supply. This research aims to analyze how the Clean Water Supply System (SPAM) is carried out by the Regional Drinking Water Company Mual Natio in the Sipahutar District Service Unit. The research method used in this research is descriptive qualitative research method. Data and information collection is carried out through interviews, observation and documentation. The research was conducted at the Sipahutar District Drinking Water Service Unit Regional Company. The data and information obtained were analyzed qualitatively using the theory Jones(1993) : Regulatory Role, Enabling Role, dan Direct Provision of Goods and Service The results of the research show that the Regional Drinking Water Company Mual Natio has not implemented the Drinking Water Supply System optimally, this non-maximum can be seen from the raw water units, production units, distribution units, and service units, each of which still does not complete the infrastructure that has been determined in the System policy. Provision of Drinking Water. This lack of optimality results in poor and cloudy water quality and delays in the water distribution process to customers. Regional Drinking Water Companies as service providers have also not been able to improve services in meeting the need for clean wateren_US
