Kapasitas Organisasi Dinas Perhubungan dalam Pengelolaan Lampu Penerangan Jalan Umum (LPJU) di Kabupaten Labuhanbatu Utara

Abstract

Public Street Lighting (LPJU) is also a facility from the government that is very much needed and also very helpful for all elements of society. Street Lighting Equipment (APJ) is an element of road equipment, this is directly related to road users according to regulations in Indonesia. As a user of public street lighting (LPJU) services, the community hopes for the availability of street lights that are given sufficient light so that they can help the community in passing at night. This study aims to analyze how the capacity of the North Labuhanbatu transportation department in the management of Public Street Lighting. The research method used in this research is descriptive research method with a skinative approach. Data and information collection is done through interviews, observation and documentation. The research was conducted at the North LabuhanBatu Regency Transportation Office. The data and information obtained were analyzed qualitatively descriptively using the classification of organizational capacity of the resource component and the management component which consists of several indicator elements, namely human resources, infrastructure, leadership and networking relationships with other parties. The results of the study indicate that the North LabuhanBatu Regency Transportation Office based on its capacity has not been maximized in carrying out its duties and responsibilities in managing public street lighting in North LabuhanBatu Regency as seen from the lack of response from the Transportation Office to the public in every complaint received, the attitude of responsibility in carrying out tasks is not in accordance with the SOP, the lack of technicians in managing LPJU, the lack of a leader to manage and organize the organization to achieve a goal. This inadequacy has resulted in Public Street Lighting in North LabuhanBatu Regency not functioning properly and providing inconvenience to the passing public at night.
