    Abstract
    Violence against children from 2020 to 2023 was recorded as 78,883 cases of violence against children with 36,188 cases of sexual violence against children. This research aims to determine the motives and modus operandi used by perpetrators of violence cases. This research used snowball and purposive sampling techniques with eleven informants consisting of five main informants, five key informants and one additional informant. Data collection techniques use qualitative research with a case study approach through interviews, observation and documentation. The research results showed that the modus operandi used by the perpetrator was to lure and persuade the victim in various ways so that the victim could comply with the perpetrator's wishes. Perpetrators who commit acts of sexual violence do not only occur in quiet places, but also in crowded places, so having a relationship where they knew each other before the sexual violence occurred gives the perpetrator a sense of power or advantage. power and strength both physically and emotionally. when compared to victims. Past motives (because of motives) that influence a person to behave wrongly in the present. Wrong conditions in the past then develop with motives in the present that influence them (become motives). All informants previously received only a little initial socialization, especially religious understanding from parents and family. Meanwhile, the current motives (within the framework of motives) consist of reasons put forward by perpetrators such as promiscuity, unhealthy friendship environment, free sex, rarely interacting with family members at home and the habit of watching pornographic films. Social control does not only come from parents, but social control from society is also needed to overcome acts of sexual violence
